He has been a Member of the Commission since March 2021. Specializes in issues of virtual assets, pension reform, popularization of investment activity. The area of responsibility also includes the development of the sector of joint investment institutions and the improvement of information technologies in the capital market.

For more than 25 years of professional activity, he worked in various sectors of the financial market and has dozens of successfully implemented projects in related fields. He managed the brokerage direction of the international investment group SigmaBleyzer, was the director of the investment company "TEKT", and held the position of director of the Agency for the Development of the Infrastructure of the Stock Market of Ukraine (ARIFRU). He was also a member of the supervisory board of JSC "PFTS Stock Exchange" and the board of participants of the National Depository of Ukraine (NDU).

Since 2020, Mr Makarchuk has been Director of the Strategy and Development Department of the National Bank of Ukraine.
The functions of this department include, in particular:
— strategic analysis, development of the NBU strategy, strategic programmes and plans for the development of the NBU, the financial sector, including the banking system of Ukraine
— supporting the implementation of the NBU's strategy, strategic programmes, and projects in the NBU and the financial sector;

— planning the NBU's strategic activities, managing project activities at the NBU;
— implementing the NBU's process management system and process management culture, assessing the effectiveness of the NBU's processes, and developing measures to optimise them.

Kateryna Zhabska is Financial Sector Expert at Monetary and Capital Markets Department of the International Monetary Fund with focus on Payments and Digital Currencies.

Before joining the Fund Kateryna spent 9 years at the National Bank of Ukraine and left as a Head of Innovations in Payments. Where she was leading research project on CBDC, supervising the development of innovative payment products and regulations.

Kateryna has master's degree in International Economics from Taras Shevchenko National University of Kyiv and Cambridge Judge Business School FinTech and Regulatory Innovation Certification. She used to be a guest lecturer at Cambridge Judge Business School, Harvard Kennedy School, University of Chicago.

Rostyslav has over 15 years of experience in the financial and banking sector, including C-level positions at banks. Now he's heading the board of the Ukrainian Association of Fintech and Innovation Companies. Before founding the Association, he has been working as Team Lead for the USAID project "Financial Sector Transformation" for two years and was responsible for Digital Finance.

Also, he is a member of the Social Council and the chairman of the Committee on Fintech of the Ministry of Digital Transformation of Ukraine, the author of the first Ukrainian Fintech Catalogue and Map of the ecosystem, ideologist of UAFIN.TECH - the largest Fintech conference in Eastern Europe and the CIS region, an expert of the Ukrainian Startup Fund.

His areas of work include the introduction of the unique legal and tax space Diia.City for IT business, development of the venture and startup ecosystem, reform of IT education, and legalization of the virtual asset market.
